There are two separate challenges, each requiring a particular constraint on both the top and bottom simultaneously. The first is to pack the tray so that adjacent pieces have different colors (unique solution). The second is to pack the tray so that only two colors appear on each side, and that all the pieces with the same color form a connected region (not difficult).
